A big hue and cry is being raised against the decision of Ms Jayalalithaa to shift the Anna Centenary Library to a new complex and to use the premises to house a Children’s hospital. True to their nature, the “Tamil lovers’ and ‘Dravidian’ people have jumped in to the fray to train their guns at the ‘arrogant’ Jayalalithaa! I am not surprised at their reaction, because they are known for supporting wrong causes and opposing right causes.
Karunanidhi appealed to the ‘self respect’ of the people to oppose this move by Jayalalithaa. But I would say that anyone swearing on their conscience would say that the Library is under-utilized and can be put into best use if changed into a children’s specialty hospital. The library is at best comparable to the vast Space with very meager matter contained in it. This huge structure contains very less books most of which are not at all usable. For instance, the section on Tamil literature contains books that are of no use to researchers and nor of a type liked by common man. The unsold books of Dravidian writers have found their place in this library. It is a great disappointment to see no copies of old commentaries to Sangam literature. Barring a few, all else are by Dravidian chauvinists. I would say that I have a better collection with me of old editions than found in this library.

The main reason why I want this library to be shifted out is that this is not getting back its worth. Not a single rupee is gained from the initial investment of 230 crores or from the monthly expense of lakhs of rupees. It is becoming a white elephant. One may say that the library serves by giving knowledge. They are wrong. This particular library does not do that either. Let me explain it.
Two sets of people can be seen in the library on any day. One, the students – from both school and college- who come there mainly to avail the cool and cozy atmosphere to do their school or college works and another who come here for time-pass. This library is the luxurious place that one can get to spend time with no cost. It is fully air conditioned and carpeted. There is free internet connectivity and free computer games. Students and others who do not have these facilities at home come here to use them. They can bring their laptops and browse here free of cost. This is what is happening. The elites of the city bring their kids as an outing. While they scan through some story books or magazines, the kids have fine time playing in the luxurious environment.
Readers may say that I am exaggerating, but this is true for most part – excepting a few who are genuine. I myself know of people and students who go there to avail the facilities. Infact my kids and their friends are against me writing this post because they do not want to lose the cozy place to study!
In any public investment, we must see that it reaches the beneficiaries. Here who are the beneficiaries? Thinking of a recently announced scheme of distribution of sanitary napkins to rural women and rural students, I would say that though it means non- productive expenditure, it means a lot to the rural women population. I read many comments in online newspapers saying that the rural women would sell them and make money. This is the most insensitive comment. Only a woman would know the worth of that scheme. The truly deserving people are getting the benefit of that scheme. That is how a government must channelize its resources.
In the case of Anna library, the intended beneficiaries are absent. The intended purpose is absent as there are no worthy books. I can see the pathetic condition in Tamil literature section with books that we do not touch. On the contrary there is none to touch the books in English story books section and in astronomy. No engineering student is making use of the engineering books which are in good numbers because our curriculum does not support research. Same for medical books. We can see some movement in sociology section and for Tamil story books. Ask the staff working there, they will tell you the usage level.
As of now, the Government has to bear heavy maintenance cost with absolutely no revenue generation. There are no intended beneficiaries and the users are those who can afford otherwise. Even if I am in authority, I would question the rationale of the recurrent cost on maintenance. The best way to make use of the tax payers money poured into this building is to put it into better use which can be used by lakhs and lakhs of people.
It does not need huge sums of money to convert this into a hospital. All the floors have huge halls and they can be easily utilized. The children’s play things are the only ones that can be retained in the proposed Children’s hospital. Let the poor children get a chance to use them and also receive royal treatment in a cozy atmosphere.
Before concluding, I want to bring to the notice of the readers the story behind the way this library was brought out by Karunanidhi. This structure was mired in controversies right from the beginning of its construction. It was one more symbol of Karunanidhi’s empty pride and a source of making money through corruption. The location of the library has a story of crass politicking by Karunanidhi.
In the last tenure of Jayalalithaa, when she planned to expand the Assembly at St George Fort, it was thwarted by the DMK in collusion with the Congress in the Centre. So Jayalalithaa had to look for other locations for that purpose. The place where the present Anna Centenary Library stands now was chosen by her. But by then the government changed and Karunanidhi had taken the reigns. He built the new Assembly / Secretariat in Omandurar Estate. But he apprehended that if Jayalalithaa comes to power she would discard Omandurar Assmebly complex and build a new one in her previously chosen place. In order to discourage that, Karunanidhi is said to have got the idea of building the Library there and give it Anna’s name. More than 50% of the final cost of 230 crores put into this library had gone into the pockets of Karunanidhi and his clan.
Jayalalithaa may be playing politics, but her decision to use it for children’s hospital and relocate the library in the cluster that houses other libraries of the city is a decision that would make the best use of taxpayer’s money. If Jayalalithaa had wanted to defame Karunanidhi, she could have very well done that by filing corruption charges against him in the construction of this library. Instead of doing that, Jayalalithaa has decided to put into another use – a much better use.

PS: The absurd theory of 'Dravidian" roots proposed by Karunanidhi and his clan will be seen as a painting when you enter the library. It shows the evolution of man from apes to the present man and then an Egyptian / Iranian face! That is MK's concept of Tamil's origin. Should we have this funny concept perpetuated in a library that they boast off as world-class?

சட்டப்பேரவைத் தேர்தலில் திமுக ஆட்சி அகற்றப்பட்டு ஜெயலலிதா தலைமையில் அதிமுக ஆட்சி அமைந்ததுமே, கடந்த ஆட்சியில் கட்டப்பட்ட தலைமைச் செயலகம் கைகழுவப்படும் என்பது எதிர்பார்த்த ஒன்றுதான். அதனால் புதியதாகக் கட்டப்பட்ட தலைமைச் செயலகம், சூப்பர் ஸ்பெஷாலிடி மருத்துவமனையாக மாற்றப்படும் என்கிற அதிமுக அரசின் முடிவு சற்று அதிருப்தியை ஏற்படுத்தியதே தவிர, அதிர்ச்சியை அளிக்கவில்லை.
ஆனால், அண்ணா நூற்றாண்டு நூலகம் குழந்தைகள் நல மருத்துவமனையாக மாற்றப்படும் என்கிற அரசின் முடிவு, நிஜமாகவே தூக்கிவாரிப் போடுகிறது.
கோட்டூர்புரத்தில் அண்ணா நூற்றாண்டு நூலகம் கட்டுவது என்ற முடிவு உள்நோக்கம் உடையது என்று நம்புவதற்கு இடமுண்டு. ஜெயலலிதா ஆட்சிக்கு வந்தால் அவர் தேர்ந்தெடுத்துப் பூஜை போட்டிருந்த இடத்தில் தலைமைச் செயலகம் கட்டித் தான் கட்டிய தலைமைச் செயலகத்தைச் செயலிழக்க வைத்துவிடக் கூடாது என்பதற்காகத்தான் முன்னாள் முதல்வர் கருணாநிதி அந்த இடத்தில் அண்ணா நூற்றாண்டு நூலகத்தைக் கட்டினார் என்கிறார்கள். இருக்கலாம். அதற்காக? நூலகம் கட்டி முடிக்கப்பட்டு, பயன்பாட்டுக்கும் வந்த பிறகு, சுமார் 6 லட்சத்துக்கும் அதிகமான புத்தகங்களை இன்னொரு கட்டடத்துக்கு இடம் மாற்றி, நூலகத்துக்காகக் கட்டப்பட்ட அமைப்பை மருத்துவமனையாக மாற்றுவது என்பது, நமது இளைஞர்களின் பாஷையில் சொல்வதாக இருந்தால், "ரொம்ப ஓவர்!'
தலைமைச் செயலகக் கட்டடம் மருத்துவமனையாக மாற்றப்படும் என்று முதல்வரின் அறிவிப்பு வந்தபோது நாம் முன்வைத்த அதே கருத்தைத்தான் இப்போதும் மீண்டும் வலியுறுத்த விரும்புகிறோம். அலுவலக வளாகத்துக்காக, நூலகத்துக்காக, மருத்துவமனைக்காக வெவ்வேறு விதமான பயன்பாடுகளைக் கருதி அதற்கேற்றாற்போன்ற கட்டட அமைப்புகளை நமது கட்டடக் கலை வல்லுநர்கள் உருவாக்குகிறார்கள்.
அதற்கு என்று வெவ்வேறு கட்டடக் கலை நிபுணர்கள் (ஆர்க்கிடெக்ட்ஸ்) இருக்கிறார்கள். திரையரங்குகளைக் கூடத் திருமண மண்டபங்களாக அப்படியே மாற்ற முடியாத நிலையில் அலுவலக வளாகத்தையும், நூலகத்தையும் மருத்துவமனைகளாக மாற்றி அமைக்கப் போகிறோம் என்பது விபரீத யோசனை மட்டுமல்ல, வெட்டி வேலையும்கூட.
எழும்பூரில் உள்ள குழந்தைகள் நல மருத்துவமனை ஆசியாவிலேயே சிறந்த மருத்துவமனையாக ஒருகாலத்தில் இருந்தது. ஆனால், இப்போது பராமரிப்புகூடச் சரியாக இல்லாமல், குழந்தைகளை நாய் கவ்விச் சென்ற சம்பவங்கள் வெளியில் வராமல் அடக்கி வாசிக்கப்படும் அவலத்தில் இருக்கிறது. அந்த மருத்துவமனையை சர்வதேசத் தரத்துக்குத் தரம் உயர்த்தி ஏழைகளுக்கும் சிறப்பான சேவையை அளிக்க முன்வருவதை விட்டுவிட்டு, சர்வதேசத் தரத்தில் அமைக்கப்பட்டிருக்கும், செயல்பட்டுக் கொண்டிருக்கும் ஒரு நூலகத்தை இடமாற்றம் செய்கிறேன், அறிவுசார் பூங்கா அமைக்கிறேன் என்றெல்லாம் அரசு கூறுவது நம்பிக்கையை ஏற்படுத்தவில்லை.
அண்ணா நூற்றாண்டு நூலகம் ஊழலின் ஒரு மிகப்பெரிய அடையாளச் சின்னம் என்பதை முதல்வருக்கு ஏன் அவரது ஆலோசகர்கள் சுட்டிக்காட்டாமல் விட்டார்கள் என்று தெரியவில்லை. ஜெயலலிதா ஆட்சிக்கு வந்து இன்னொரு தலைமைச் செயலகத்தை கட்டிவிடக்கூடாது என்பதற்காக மட்டும் அந்த நூலகம் கட்டப்படவில்லை. தனது குடும்பத்தினரும் அமைச்சர்கள் சிலரும் மக்கள் வரிப்பணத்திலிருந்து பல கோடி ரூபாய்களைச் சாப்பிட்டு ஏப்பம் விடுவதற்காகவும் முன்னாள் முதல்வர் கருணாநிதியால் கட்டப்பட்டது அந்த நூலகம் என்பது விவரம் தெரிந்தவர்களுக்கு மட்டுமே தெரிந்த உண்மை.
சென்னை கோட்டூர்புரத்தில் ரூ. 170 கோடி ரூபாய் திட்ட மதிப்பீட்டில் தொடங்கி ஏறத்தாழ ரூ. 230 கோடி ரூபாயை விழுங்கி இருக்கிறது இந்த நூலகம். சுமார் 8 ஏக்கர் நிலப்பரப்பில் 3.75 லட்சம் சதுர அடியில் கட்டப்பட்டுள்ள இந்தக் கட்டடத்துக்கு இவ்வளவு பணம் செலவாக வேண்டிய அவசியம் என்ன?
சதுர அடிக்கு ரூ. 2,000 என்று கணக்கிட்டாலும், 3.75 லட்சம் சதுர அடி அளவில் கட்டடம் கட்ட அதிகபட்சம் ரூ. 75 கோடிதானே செலவாகி இருக்கும்? இத்தனைக்கும், இடம் இலவசம், கட்டட அனுமதி, குடிநீர் வடிகால் உள்ளிட்ட கட்டமைப்புகளுக்கு உடனடி அனுமதி, லஞ்சம் கிடையாது எனும்போது இத்தனை கோடி செலவுக்கு என்ன காரணம்?
சுமார் ஆறு லட்சம் புத்தகங்கள் இருப்பதாகக் கூறுகிறார்கள். இதில் ஏறத்தாழ 4 லட்சம் புத்தகங்கள் பல்வேறு பல்கலைக் கழகங்கள் மற்றும் அமைப்புகள் மூலம் பெறப்பெற்றவை. தமிழ்நாட்டிலுள்ள ஒட்டுமொத்தப் பதிப்பாளர்களிடம் உள்ள அத்தனை புத்தகங்களையும் வாங்கினால்கூட ரூ. 5 கோடிக்குமேல் தேவையில்லையே... வெளிநாட்டுப் புத்தகங்களை ரூ. 5 கோடிக்குமேல் வாங்கினாலும்கூட ரூ. 10 கோடிதானே செலவாகி இருக்கும்? எல்லா செலவும் சேர்த்து அதிகபட்சம் ரூ. 100 கோடியைத் தாண்ட வாய்ப்பில்லையே, எங்கே போயிற்று மீதம் செலவாகியிருக்கும் ரூ. 130 கோடி?
உயர் நீதிமன்றத்தின் நேரடிக் கண்காணிப்பில் விசாரணை நடத்தப்பட்டு, நூலகத்தின் பெயரால் நடந்த மோசடியை வெளிச்சம்போட்டுக் காட்டியிருந்தால், அரசைப் பாராட்டி இருக்கலாம். அதைவிட்டுவிட்டு, மக்கள் வரிப்பணத்தில் கட்டி முடிக்கப்பட்டு, செயல்பட்டுக் கொண்டிருக்கும் நூலகத்தை குழந்தைகள் நல மருத்துவமனையாக்குகிறோம் என்று கிளம்பினால், மக்களின் அதிருப்தியை வலியப்போய் விலை கொடுத்து வாங்குகிறது அரசு என்றுதானே பொருள்?
நூலகத்துக்காகக் கட்டப்பட்ட இடம் நூலகமாகவே தொடரட்டும். அறிவுசார் பூங்காவில் இன்னொரு நூலகம் அமைவதாக இருந்தால் அமையட்டும், அதில் தவறொன்றுமில்லை. எழும்பூர் குழந்தைகள் நல மருத்துவமனை முழுக் கவனமும் செலுத்தப்பட்டு, சர்வதேசத் தரத்தில் செயல்படட்டும். மக்கள் வரிப்பணத்தை நூலகம் என்ற பெயரில் கபளீகரம் செய்தவர்களை சட்டத்தின் முன் நிறுத்தி தண்டிப்பதைப் பற்றியும் அரசு யோசிக்கட்டும். அதுதான் ராஜதந்திரமான முடிவாக இருக்கும்!

இந்தத் தலையங்கத்தை எழுதியவரும், சரி, கருத்துரை இட்டவர்களும் சரி, யாருமே அந்த நூலகத்துக்குச் சென்று, அதன் பயன்பாடு எப்படி இருக்கிறது என்று பார்த்ததும் இல்லை, அந்த நூலகத்தைப் பயன்படுத்தவும் இல்லை என்று தெரிகிறது.
பல்லாயிரக்கணக்கானவர்கள் வந்து படிக்கக் கூடிய அந்த இடத்துக்கு ஒரு நாளைக்கு 500 பேருக்கு மேல் வந்தாலே அதிகம். அப்படி வருபவர்களில் சுமார் 200 பேர் பள்ளி அல்லது கல்லுரி மாணவர்கள். அவர்கள் அங்குள்ள புத்தகங்களைப் படிப்பதற்கு வருவதில்லை. தாங்கள் பரிட்சைக்குப் படிப்பதற்கு, நல்ல கூலான, அமைதியான, சொகுசான இடமாக இருக்கவே, அதுவும் ஒரு பைசா செலவில்லாமல் ஹாய்யாக சொகுசு சோபாவில் உட்கார்ந்து படிக்கவே வருகிறார்கள். இதை நான் தவறு என்று சொல்லவில்லை, ஆனால், எல்லோரும் கூப்பாடு போடுகிறார்களே, அந்த இடம் எப்படிப் பயன் படுகிறது என்று சொல்ல வருகிறேன்.

பரிட்சை காலத்திலும், வெயில் சுட்டெரிக்கும் கோடையிலும், இந்த நூலகம் நல்ல இலவச குளிர் அறையாகப் பயன் படுகிறது . கோடையில் கூட 500 பேருக்கு மேல் வருவதில்லை. அப்படித்தான் பயன் படுத்தி வருகிறார்கள். எனக்குத் தெரிந்தவர்கள் வீடுகளிலேயே, வீட்டில் விருந்தினர் வந்து விட்டால், பிள்ளைகள் அமைதியாகப் படிப்பதற்கென்று இந்த நூலகத்துக்கு அனுப்புவதாகச் சொல்கிறார்கள்.
அங்கு செல்பவர்களை அவர்களது மனசாட்சியைத் தொட்டுச் சொல்லச் சொன்னால், அவர்கள் நிச்சயமாக ஜெயலலிதாவின் முடிவை வரவேற்பார்கள்.
தினமணி தங்கள் நிருபர்களை அனுப்பி, சாதாரணமாகப் போவது போலப் போய்ப் பார்க்கச் சொல்லட்டும். 5000 பேருக்கும் மேல் பயன்படுத்தக் கூடிய இடத்தில், 500 பேர் கூட வருவது கிடையாது. ஆராச்சியாளர்களுக்கும், தேடுபவர்களுக்கும் உதவாத புத்தகங்களே அங்கு இருக்கின்றன. தமிழ் இலக்கியப பகுதியில், பழைய மற்றும் அரிய புத்தகங்கள் கிடையாது. இருக்கும் புத்தகங்களும் திராவிட ஜால்ராக்கள் எழுதியவையே.
பொதுவாக எந்த நூலகத்திலும், யாரும் செல்லாத மூலை ஒன்று இருக்கும். அது காதலர்கள் கோட்டையாக இருக்கும், இந்த நூலகத்தில், தமிழ் இலக்கியப் பிரிவில் அப்படிப்பட்ட காதலர்களைச் சந்திக்கலாம். ஒரு காதல் ஜோடியின் ஏகாந்தத்தைக் கெடுத்து நான் புண்ணியம் கட்டிக் கொண்டிருக்கிறேன். அங்கு உள்ள பணியாளர்களைக் கேளுங்கள். கதை கதையாகச் சொல்வார்கள்.
சுமார் 200 மாணவர்கள் தாங்கள் படிப்பதற்கான சூழ்நிலையை உத்தேசித்து வருகிறார்கள் என்றால், மீதி பேர், பொழுது போக்கு படிப்புக்கென்றே வருகிறார்கள். கம்ப்யூடர் விளையாட்டும், குழந்தைகள் விளையாட்டும், குளு குளு வசதியுடன், இலவசமாகவும் கிடைப்பதை ஏழைகள் அனுபவிப்பதில்லை. பணம் கொடுக்ககூடிய வசதி படைத்தவர்களே அனுபவிக்கிறார்கள்.
மக்கள் வரிப்பணத்தில் இவைதான் அங்கு நடக்கின்றன. இந்த நூலகத்தைப் பராமரிக்க எவ்வளவு செலவாகும் தெரியுமா? கார்பெட் போட்டிருக்கிறார்களே, அதைப் பராமரிக்கவே அதிக செலவாகும். ஒரு பைசா வருமானம் இல்லாமல், என் இந்த செலவு? யாருக்காக இந்தச் செலவு? ஜெயலலிதா காரணமில்லாமல் செய்யவில்லை. அவர் ஆட்சிக்கு வருவதற்கு முன்பே அங்கு போய்க் கொண்டிருந்தவர்கள் சொன்னதுதான் - அந்த நூலகம் ஒரு வெள்ளை யானை. அதற்கு ஆகும் செலவுக்கு, பயனாளிகள் கிடையாது. அது ஒரு வள்ளுவர் கோட்டமாகத்தான் ஆகிக் கொண்டிருக்கிறது. அதற்கான செலவுக்கும், அதன் அமைப்புக்கும் உண்மையான பயன் கிடைக்க வேண்டுமென்றால், அதைக் குழந்தைகள் மருத்துவமனையாகப் பயன்படுத்துவது சரிதான்.
குழந்தைகள் விளையாட்டுப் பொருட்களை அப்படியே வைத்துக் கொள்ளலாம். மற்றபடி மொத்த நூலகத்தையும் மருத்துவமனையாக மாற்றுவது எளிது. எல்லாம் பெரிய பெரிய ஹாலாக இருக்கிறது. குறைந்த செலவில், மருத்துவமனையாக மாற்ற முடியும்.
