New YorkAfter the revolution in Tahrir Square, Egyptian authorities consulted India's Election Commission for help in conducting parliamentary polls in the country, only to get cautious advice from chief election commissioner (CEC) SY Quraishi. He asked his Egyptian counterpart to not import electronic voting machines (EVMs) from anywhere and get these manufactured domestically. Imported machines, however faultless they are, could be deemed suspect, he warned.
"The validity of any election lies in the fairness of the process, if the machine is imported from somewhere, there is always a possibility that the election will be questioned as being rigged through the machines," he said, in an interview to FE. The recent campaign against the use of EVMs in Indian elections, Quraishi said, hinges on the chip, "which is manufactured outside the country and is therefore supposed to be suspect".
"I was very clear that our process was very fair, but the indigenisation of manufacturing would make their elections invulnerable to such charges. I told anti-EVM campaigners as well, set up units which manufacture the chip in India, and we'll talk," he added.
While the Egyptians may take a call on whether or not to adhere to Quraishi's advice, the CEC, at the end of a long season of conducting assembly polls in four states and one Union territory, said that the road to electoral reforms in India itself is a long and bumpy road. "Its been 18 years and counting," he said.
"The last set of meetings that we had on electoral reforms, where everything from paid news to criminality in politics and the role of money power was discussed, was in October. After that, we are still waiting for the political class to make up its mind on which way they want to go," he said.
Among the suggestions made by the CEC was the exclusion of those accused of heinous crimes from standing for elections as a way to check criminality in politics as well as transparency about political donors, and cheque payments for electoral expenses in order to curb the use of black money in elections.
As the last phase of the drawn-out West Bengal polls ends, Quraishi says that the peaceful elections in all four states and one Union territory has justified is often criticised timetable. "Although I don't know why people criticised us, the only people who have been punished by the schedule is the staff of the Election Commission," he said.

Blogger Domain Inaccessible Again
Blogspot sub domain was recently blocked in India for analysing the central monitoring system of India. Although the central monitoring system of India needs parliamentary oversight, yet India has been deliberately ignoring this aspect.
Jayasree Saranathan has reported that Blogger is not accessible once again. However, the sub domain Blogspot is still accessible but the account holder cannot log in. Even the Blogger status is not mentioning about any scheduled maintenance or other reason for this outage. However, the Help Forum of Google is carrying a note of scheduled maintenance. Google or Blogger is not going to answer to the cause of this outage as it did last time or it would give an excuse of scheduled maintenance once more.
Google has been censoring critical web posts regarding Aadhar project of India and unique identification authority of India (UIDAI) for the past two or more years. Further, it has also temporarily filtered some of our posts questioning the practice of World Bank to grant unaccountable loans to countries like India.
Blogger/Blogspot is one of the most popular Blogging platforms and this may cause trouble as well. To avoid any technical difficulties, website blocking by government, Internet censorship exercise, etc, a Blogger must also open a mirror site on a different platform like WordPress. This way you can keep on sharing your valuable views with the community in an uninterrupted manner.
We would come up with more detailed analysis subsequently, if required. Meanwhile kindly protest against the illegal and unconstitutional websites blocking powers of Indian government and the e-police state that India has become.

EVM tampering aided by mobile phones??
At today's meeting, the EC, Mr Praveen Kumar has said that cell phones will be allowed to be used by the poll observers and others in the counting centres. I wonder whether it is a right decision. I am even tempted to ask if there is any foul play behind that decision. The mobile phones were not allowed at the time of voting. Why do they allow it at the time of counting? We often come across information on how mobile phones can be used to unlock the cars and such other electronically controlled items. How can we check if some one uses such technology for select EVMs to favour of select candidates?
The credibility of using the EVMs is highly suspect in our country. With the Congress in the Centre, we do not believe that they would not indulge in any manipulation of EVMs. There is strong suspicion among the public that EVMs were manipulated in the last Lok Sabha elections. The change of election results of P.Chidambaram is still fresh in our memory. The various ways that they could have manipulated the EVMs in select constituencies has been widely publicized in the net.

Today there is every scope to believe that the Congress in the Centre is up with an 'action plan' to win the election in TN.
The reasons are circumstantial at present.
(1) Tamilnadu is a crucial State because of 2G Scam, If Karuna gets implicated, it means days are not far off for Sonia to get implicated.Everyone knows that it is for this reason the Congress is sticking to Karuna.So somehow their alliance has to win.
(2) Karuna did his best by distributing money to the voters to manipulate them to vote for the DMK. The Congress is tech-savvy that it can use technology to tamper EVMs to help its candidates to win.
(3) Everyone knows that Congress will get a drubbing in this poll. It is for telling this openly in public, S,Ve. Sekar was suspended. But wonder of wonders, the Headlines Today came out with a post poll prediction that the combine will win. It was telecast on 2 days but no action was taken against that TV for violating the EC's code. It looks obvious that the telecast was made at the instructions of the Centre and the EC was to remain as a mute spectator. Why should they have telecast it? They wanted to create an image that the Congress combine is going to win in TN. When the results come out on the same lines, through EVM tampering, no one would blame the EVMs, as they would be thinking that it is how the people had voted. Like me, thousands of people would have worked out the calculations but still we are not able to get the numbers for them. The numbers can come only if Congress makes a decent mark of 30 to 40 seats. The ground reality is that there is absolutely no scope for that.
(4) This gives rise to the suspicion whether the Congress is planning to manipulate its numbers through EVM tampering. If the election results give more seats to the Congress, then there can be no doubt that they have 'played' with technology.
Under these circumstances, I strongly believe that allowing mobile phones in the close vicinity of EVM machines, is highly suspect. I wish the political parties and others connected with the process of elections object to the use of them near the EVMs.
The Election Commission did a commendable job in curbing movement of money for so many days, but at the last minute they lost control of the situation. As a result 1000s of crores of money flowed just before the elections,. Similarly, with all the toughness in controlling malpractices, we seem to be heading for a time at the crucial hour when EVM tampering can change the entire result. The one whose victory is suspect by EVM manipulation is now at the helm at the Home Ministry. Can we trust him that he will not do a repeat of it in 2 dozen seats where the Congress is contesting?

Season of birth has an impact on man.
The following article published in Livescience makes curious reading as it says that the season of the year in which you are born does have a bearing on your health and longevity and some other factors. This is already stated in astrology according to which even the ayana, the month, the thithi and the star of the day have an influence on a person in addition to the season of birth. A combined reading gives a picture of the nature of the person and the vulnerabilities. Some of the age old customs related to baby birth and tending the baby in the formative months are proved right when we go through this article.
For example, avoidance of intercourse in the month of Adi is a custom in Hindu society. This averts the birth of the baby in the month of Chiththirai (April- May). This article says that those born in April have a high risk of getting – of all the diseases, the most dreaded Leukemia!
The article also says the differences noted in summer and winter months. As per astrology, birth in certain seasons cause proneness to certain imbalances in dhatu. The birth in the four months of varsha and sharad ruthu are prone to get cold related diseases (aavani – purattaasi) and gastric troubles (Aippasi – Kaarthigai).
The other issues are related to temperament, habits and characteristics which are unique for each of the seasons. Similarly the birth in a particular ayana also has an impact on temperament and heath related issues. The study seems to concur on that also.

Season of Birth May Affect the Rest of Your Life

The season in which you are born may affect everything from your eyesight to your eating habits and overall health later in life, according to a blossoming field of research. The latest study shows that spring babies are more likely to suffer from anorexia nervosa as adults.
"We found an excess of anorexia births in the spring months compared to the general population," said study researcher Lahiru Handunnetthi, of the Wellcome Trust Center for Human Genetics. "The idea is that there is some sort of risk factor that varies seasonally with anorexia."
The researchers found that eight out of every 100 people born between March and June had anorexia compared with 7 percent of those without anorexia. This is a 15 percent increase in risk for those born during these spring months.
Influential environments
Previous studies have found similar links between spring births and various disorders, including schizophrenia, multiple sclerosis and even Type 1 diabetes. It's possible these diseases are linked to some environmental influence during gestation or the first few months of life, though researchers aren't sure what that could be.
The leading candidates including vitamin D levels, infections that come and go seasonally, changes in nutrition, and even possibly weather
fluctuations, Handunnetthi told LiveScience.
These changing environmental factors seem to influence a wide array of conditions:
- A study from 2003 published in the Journal of Nutrition showed that African-American babies born in the summer and fall were smaller than those born at other times. Also, babies of African-American and Puerto Rican decent gained less weight in their first four months if they were born in the fall.
- Babies born in the fall have a 9.5 percent risk of having food allergies, up from 5 percent for babies born in June and July. Those babies born in November or December were also three times more likely to suffer from eczema and wheezing. That study was published in 2010 in the Journal of Epidemiology and Community Health.
- Moderate and severe nearsightedness, or the inability to see well at long distances, is highest for babies born in the summer months, suggests research published in April 2008 in the journal Ophthalmology.
- Birth month might even affect your biological clock, a mouse study published in 2010 in the journal Nature Neuroscience showed. Mice born in the winter were less able to adapt to a summer light cycle, which could be related to the increased risk of mental health disorders in humans born in the winter, the researchers speculated.
- Leukemia has also been linked to being born in the spring, with a peak in April.
Common causes?
Birth month has even been linked to longevity, which could be because of these other adverse health effects. Studies in Austria and Denmark have found that those born in the fall live longer than people born in the spring.
"When we look at diseases we need to identify the risk factor that led to them," Handunnetthi said. "In general, risk factors could be environmental or genetic. Genetic risk factors you are born with and can't really change. If you identify environmental factors you can mediate them to carry out prevention studies."
These environmental causes are still unclear, though some of these birth-month effects may be related. "Perhaps a risk factor is playing a part that is common to all these conditions but we don't know that yet," Handunnetthi said.
Why no action against the DMK for cash -for -votes?
Everyone from the CEC to the common man agrees that money was given in the TN elections to bribe the voters to vote for the DMK. On the very day after the polls were over, Mr Qureshi told in a Television interview that Tamilnadu was a difficult State in conducting the polls. Every one knows what he meant by that. While the estimates on the money varied, here is a write up by Mr KN Bhat, the Supreme Court Lawyer that money to the tune of 5000 crores to 10,000 crores was distributed to the voters. The writer wonders why no action was taken to nullify this. He quotes precedence to show how this could have been avoided. Finally he wonders whether 'coalition ' compulsions' discouraged Mr Qureshi from taking firm action to curb money power.
I am happy to read this write up as this is probably the only write up that has come up making a bold statement questioning the role of the governments in power in intimidating the voters with cash to vote for them.
With so many proofs for cash for votes, why is that no one challenged the DMK – Congress in the courts?
Should not the parties be banned from election in a constituency if found bribing voters with cash?
If the DMK wins in this election - which everyone knows can happen only if the cash has worked- does it not mean a defeat for democracy?
Why no court is taking cognizance of this serious issue and initiate action immediately?
The DMK can not claim innocence that it did not bribe the voters. The DMK Chief has been filing cases almost everyday against someone for allegedly tarnishing the image of the DMK in the run up to the polls. But the real blow to its image is in the accusation of bribing voters with cash which everyone from the EC to the common man has said and keep saying. The DMK's political rivals have said that in the public so many times. Why is Karunanidhi not filing defamation cases against them for this charge on cash for votes?
The kind of intimidation potential that the DMK wields is evident from the way that no one is able to gauge to which party the people have voted.
Information from an intelligence wing of a party says that the people are not saying to whom they have voted.
The same voter tells 3 different answers, each time he is approached by different people asking him to whom he had voted.
People do not want to say for fear of reprisal by the DMK if that party comes to know that they had not voted for the money given.
This is not strange as we saw even Rajinikanth fumbling before Karunanidhi.
Though he was caught on camera showing to whom he voted, he was forced to 'give an explanation' for that to Karunanidhi.
When Rajinikanth himself can not say openly without fear, how can the poor man who had been bribed be expected to say to whom he had voted?
It is catch 22 situation for these voters. If the DMK loses, they will face the wrath of the party goons. If the DMK wins, all the people will face another round of mis-governance. It is better that some concrete action is taken against the DMK sooner.

"Seventeen-hundred complaints by the Election Commission (EC) — estimated Rs 5,000 to Rs 10,000 crores of unaccounted money distributed among voters in addition to freebies like laptops and colour television." This is the summary of electioneering 2011 in Tamil Nadu. The money and the TV sets were all distributed after the election process commenced and before the voting took place. Do our laws tolerate this situation?
Freedom to choose a candidate or party is at the heart of elections. In the words of Sir Winston Churchill, "At the bottom of all tributes paid to democracy is the little man, walking into a little booth, with a little pencil, making a little cross on a little bit of paper — no amount of rhetoric or voluminous discussion can possibly diminish the overwhelming importance of the point". Now no paper and pencil are needed in India — only the pressing of a button of the Electronic Voting Machine (EVM) is involved. But does the voter have the freedom to choose a button?
World over in every country where elections are part of the political process there are laws to ensure that a voter's freedom to mark that little piece of paper is not affected by external influences like threats or inducements. In India, the Representation of the People's Act, 1951, and the rules thereunder, govern the conduct of elections to the Legislatures of the states and the Centre. This law also provides for challenging the validity of an election before a designated court if the victory was allegedly through violation of the laws.
One of the grounds for questioning an election is that the returned candidate is guilty of "corrupt practice". Section 123 catalogues a long list of "corrupt practices". On proof of commission of any of them, an election shall not only be set aside but the elected candidate can be debarred from contesting any election for a period of up to six years from the date of the verdict of the court. The law is awesome.
The first among the list of corrupt practices in Section 123 is "bribery". The expression is defined in the widest possible terms to include any gift, offer or promise by a candidate or his/her agent of any gratification, with the object of inducing a person to stand or not to stand as, or (to withdraw or not to withdraw) from being a candidate at an election, or an elector to vote or refrain from voting at an election. The provision covers much more — suffice to say that offering money to voters or distributing gifts among them is plain bribery, which is the first in the list of corrupt practices that are fatal to the election.
Additionally, the Indian Penal Code provides for a separate chapter of offences — chapter IX-A Ss 171 A to F — relating to elections. These provisions make both giving and accepting of bribe in connection with an election an offence punishable with imprisonment for a term that may extend to one year or fine or both. If the bribery is merely of offering food and drink, the offence is "treating" and the punishment can only be fine.
Chief Election Commissioner S.Y. Qureshi recently confessed publicly that he and his commission had sleepless nights on account of the grotesque situation in Tamil Nadu; may be on account of this the commission was sleeping through the day, facilitating robbery of electoral values. During their nightly insomnia they could have usefully refreshed their acquaintance with the exposition of Article 324 of the Constitution in Mohinder Singh Gill's case in 1978 (M.S. Gill was a candidate from Ferozepure parliamentary constituency) by Justice Krishna Iyer of Supreme Court in the following immortal words: "Article 324, in our view, operates in areas left unoccupied by legislation and the words 'superintendence, direction and control', as well as 'conduct of all elections', are the broadest terms. Myriad maybes, too mystic to be precisely presaged, may call for prompt action to reach the goal of free and fair election. It has been argued that this will create a constitutional despot beyond the pale of accountability; a Frankenstein's monster who may manipulate the system into elected despotism — instances of such phenomena are the tears of history. To that the retort may be that the judicial branch, at the appropriate stage, can call the bluff, quash the action and bring order into the process..."
Gill's case arose out of an order of the Election Commission cancelling a parliamentary election because of large-scale violence and destruction of ballot papers during counting. This decision was upheld in the name of "free and fair election" — a phrase not used in the Constitution nor in the laws. This declared law — not enacted one — has grown like a banyan tree protecting areas that were not in view. The Model Code of Conduct that pervades the entire gamut of elections was born out of the power and duty to ensure free and fair elections. Under this the media has been successfully prevented from indulging in publishing exit polls or pre-poll predictions — a restriction on the fundamental right of expression. The EC is empowered to transfer or even suspend any civil servant of any rank during the election process. The powers of the EC are amazingly limitless and expanding to meet the "myriad maybes" and "to reach the goal of free and fair election".
In Tamil Nadu, when political parties were openly indulging in massive bribery, the EC could have selectively cancelled the polls and ordered re-poll after a few days when the effect of the bribe would have diminished. Repeat the course if the evil recurs. With EVMs in operation — unlike during the ballot paper era — postponing elections is easy. In the name of free and fair elections, T.N. Seshan had cancelled or postponed elections many times over, with the result that in 1995, the Bihar elections stretched from January to April. Mr Seshan was successful in upsetting the electioneering budget of Lalu Prasad Yadav. James Lyngdoh refused to conduct elections in Gujarat on the due date in 2002 to neutralise Narendra Modi's design to hide the odium of riots behind electoral success. And his order prevailed.
Unfortunately for Mr Qureshi — unlike in the Bihar or Gujarat of the past — in Tamil Nadu "coalition compulsion" was in play; any interruption would not be amusing to those who matter. He should look at his predecessor M.S. Gill and learn.

Osama's death - victory of Jupiter over Mars.
Significant events of the world are a reflection of the celestial display of planets. Osama's death is indeed one such event when rare display of planetary war was witnessed in the sky. When planets are in close conjunction they are being watched for who is ahead of whom.The planet that lies within 1 degree ahead of the other is usaully said to have won the war. In mundane afairs having a bearing on large number of people over large areas, this planetary war attains importance. The planet which wins the war decides the nature of events.
Here there is a problem of interpretation of which planet to be considered as having won. When a faster planet is coming close to a slower planet and lies within 1 degree of the slower planet, would we consider that the slower planet had won. Or when the faster planet crosses the slower planet, would that be considered as victory for the faster planet, as it will be within 1 degree of the other after crossing it. Such an event was witnessed between Mars and Jupiter in the last few days. On the 2nd of May, Mars was behind Jupiter within 1 degree. On May 3rd, it crosses Jupiter and Jupiter is behind Mars.
From the death of Osama, we come to know for sure that Mars was defeated by Jupiter on 2nd May in the planetray war. This exactly tallied with Varahamihira's dictum (Brihad samhita - 17- 13) that when Mars suffers defeat in conjunction with Jupiter, the Bahlikas, travelers and persons who live by fire will suffer. The Bahlikas are the Valhlikas which is the name for Arabs in olden texts such as Mahabharatha.
Usually when Mars is in a conjunction, it is only deemed to have won the planetary war when it crosses. In that way, I was expecting some defeat to Madhya desa and princes - which is what a victory for Mars over Jupiter means and expected a fall for the corrupt people of our country on 3rd May. But Jupiter had its say in the conjunction and won the war over Mars that was reflected in the elimination of the dreaded person from the Bahlika region who caused havoc through the power of arms.
This planetary victory can be assessed by the other clauses of planetary war. The most important of them is that the planet which is in the south will be deemed to have lost before it crosses the planet in the North. Jupiter is in the northern declination and is in its own house. Mars, a warrior planet is also moving close to Jupiter in parallel declination when it crossed. The other clauses state that if the planet in front is brighter than the other, only the brighter one will be deemed to have won. Jupiter won due to its brightness. Usually the dim planets, the retrograde ones and those that travel to the south of the planet in front will lose the war.
For six months until now Jupiter had been reigning supreme in its won house and in the northern declination. Many planets came and crossed Jupiter, but only Jupiter had the last say because all the other planets were to the south of it while they crossed. On the day before election in TN, the retrograde Mercury crossed Jupiter from forward, but it was in the south of Jupiter. I consider the massive turn out at the polling booths as a positive impact of the victory of Jupiter over Mercury going by the above mentioned clauses told by Varahamihira. Such a victory means suffering to thieves and rich men. No need to say who they are in TN politics.
Jupiter's stay in Pisces this time was a gratifying period. The opposition of Saturn and Jupiter also was a time of success story for Justice. The same opposition is not likely to happen for the next 60 years. When it happens, the other conditions such as path of declination, the other planetary impact etc may not as it was this time. I consider this period as a rare one when Justice could have a say inspite of the influence of Kali.
The rare judgment on Ram temple came out in this period, giving scope for redressal of centuries long injustice to Hinduism. The truth of the Godhra train carnage was upheld in this period. The true face of the most corrupt in the Centre and TN came to be seen outwardly.
